This regional resiliency initiative focused on strengthening Cox Communications’ wireline network by installing permanent backup power systems across key locations in Southern California. The project supported compliance with evolving state mandates to ensure uninterrupted telecommunications during power outages or natural disasters.

NGCE played a key role in delivering site-specific civil and utility design packages across dozens of locations. Our work was performed under the supervision of a licensed California Professional Engineer and coordinated closely with Cox’s internal engineering team and local municipalities.

NGCE’s Scope of Work Included:

• Preparation of site-specific plan sets using AutoCAD Map, county GIS data, and assessor parcel files
• Encroachment permit submittals customized for each jurisdiction (Los Angeles County, Orange County, Santa Barbara, and associated cities) 
• Design of generator systems, including foundation pads, utility meter/regulators, electrical and gas line routing, and trench/excavation requirements
• Development of traffic control plans for locations within the public right-of-way
• Utility research and conflict analysis, including coordination around existing electrical, gas, telecom, and water lines
• Constraint identification such as ROW restrictions, overhead utility conflicts, or access limitations, with redesign proposals as needed
• Ongoing communication with Cox’s design team to address issues proactively and maintain schedule adherence
   

NGCE’s multi-agency coordination and field-sensitive design approach helped streamline permit approvals, reduce construction delays, and support Cox’s commitment to resilient network operations throughout Southern California.
